Flushable is a material fact, not a permission slip

Should I actually flush cat litter?
Check your local rules and your own plumbing first. Some places tell residents not to flush cat waste at all, and septic systems are a different question again from mains drainage. Flushable on the bag means the litter is designed to break up in water, not that flushing is allowed where you live.
What makes a litter flushable in the first place?
It is made of plant matter that softens and falls apart in water instead of setting hard. Clay does the opposite, which is why no clay litter is flushable and why a clay clump in a toilet is a plumber call.
Do flushable litters clump as hard as clay?
Not quite, and the gap is the reason to read the cards. Sustainably Yours carries the highest clumping score of the four, though we have not put it through the drop test yet. World's Best came through ours at 76% and Catalyst at 73%. Good clay sits above all of them.
Can I flush a whole box at once?
No. One clump at a time, with the water running, is the only way any of these are meant to go down. A boxful of soaked plant litter will block a pipe as reliably as clay.
